Awarding of Educational Grants by the “Kazakhstan Khalkyna” Public Foundation for the 2025–2026 Academic Year

By decision of the Board of Trustees of the “Kazakhstan Khalkyna” Public Foundation dated June 2, 2025, amendments were made to the charitable program “Educational Grants of the Kazakhstan Khalkyna PF.” In the 2025–2026 academic year, the Foundation will provide educational grants to applicants from socially vulnerable groups. The number of grants is determined by the Foundation’s Board based on available funding. The Grant includes: 1) full free tuition for full-time bachelor's degree programs; 2) monthly stipend (₸40,000) for 10 months each academic year (excluding summer), intended to partially cover food, housing, and educational materials. The maximum grant amount per student is 1 million KZT depending on the field of study and the university (HEI), but it shall not exceed this limit. Not eligible to receive a grant: those who already have a higher education degree; recipients of a state educational grant (bachelor’s degree) funded by the national or local budget; candidates for second higher education or online study. Eligible candidates (citizens of the Republic of Kazakhstan): 1) from low-income families in rural areas, small or mono-towns; 2) orphans or those left without parental care until adulthood; 3) persons with disabilities; 4) families raising children with disabilities (under 18); 5) children of Kazakhstani citizens who died during the tragic January 2022 events; 6) children injured during the January 2022 events. Age limit: up to 29 years inclusive. The grant is personal, non-transferable, and awarded only once. It is available only for full-time study in HEIs included in the list of universities that receive state educational orders, including branches of foreign universities. The grant is terminated if: the student withdraws voluntarily, academic failure, being held back for a repeated year, submission of false documents or information (especially about having received a state grant). Transfers to another educational program or university are not allowed under the updated Program. Grant candidate lists must include: 1) application questionnaire; 2) candidate’s written consent; 3) documents confirming eligibility category; 4) a copy of the order establishing the university/branch selection committee. Implementation plan for the 2025–2026 academic year: Application period for applicants (via university admissions): August 1–17; Submission of selection results and documents to the Foundation: by August 22; Foundation Board decision: September 8; Publication of grant recipients list on the Foundation’s website: by September 11; Contract signing ("Corporate Fund–HEI–student"): September–November; Payment of tuition and stipends: September–November.
